Experience:
Rogan Stearns has been an active principal in consulting structural
engineering firms since 1977. He has served as President of Stearns
Engineering since he founded the firm in 1983. Mr. Stearns has
been the Structural Engineer of Record for thousands of design
projects and the responsible Professional Engineer for numerous
structural investigations and structural inspections. He has extensive
experience as a principal, design engineer, structural inspector,
structural investigator, and expert witness. His military experience
(Captain, U.S. Army Corps of Engineers) included construction
management experience at all levels.
Mr. Stearns is a trained commercial diver and has personally
performed the underwater inspection of over 200 bridges throughout
the U.S. and directed the inspection of an additional 1000 bridges.
He has designed new bulkheads and moorings and evaluated and designed
repairs above and below the waterline for existing bridges and
marine structures.

Experience:
Philip Lentocha has over thirteen years of structural engineering
experience and has analyzed, designed, and detailed numerous commercial
and residential buildings involving a wide range of construction
materials. He has performed investigations of various types of
damaged and deteriorated structures and prepared structural condition
reports and construction documents for repairs and rehabilitation.
His responsibilities include the observation and monitoring of
structural work throughout construction on many projects.
Mr. Lentocha has supervised the underwater inspections of over
300 bridges and prepared the ratings and condition reports for
the structures inspected. He has been responsible for planning,
scheduling, personnel, and equipment for an underwater bridge
inspection team performing state-wide inspections in Connecticut.

Experience
Andrew Lacovara has directed numerous commercial and research
diving projects since 1994, both in the United States and abroad,
performing underwater structural inspections and marine archaeological
surveys and excavations. He has extensive experience supervising
inspections for condition assessment and for quality control of
repairs to submerged structures, and has mastered a wide array
of diving tasks, including underwater photographic and video documentation.
Mr. Lacovara has performed structural design, detailing, and
CADD drafting for numerous buildings and other structures in steel,
reinforced concrete, wood, and masonry. He also has experience
in construction contract administration and field structural inspections
of buildings.
